22nd February 2012, 1st Workshop of Cyprus Safety Platform, "Critical infrastructure Protection"


The launch of the Cyprus Safety Platform took place on Wednesday 22nd February 2012 in the Cultural Center of European University Cyprus in Egkomi, Nicosia.  10 Government Departments, the Cyprus Chamber of Engineers, the Cyprus Chamber of SME Owners, the Industrialist Federation, the Trade Unions, the Cyprus Health and Safety Association as well as professionals and business owners took part in the launch and the open discussion that followed. 

The Director of the Department of Labour Inspection Mr Leandros Nicolaides, the Commissioner of the Cyprus Civil Defense Ms Maria Papa as well as representatives of the associations and chambers supporting the Platform addressed the event. 

On Behalf of the Board of the Platform, Dr George Boustras, Director of  the Centre for Risk, Safety and the Environment (CERISE) explained the aims of the Platform.  These can be summarized as:

  • Promotion of research on safety
  • Initiation of a two-way communication between social and professional bodies with academics to create a research agenda that responds to real problems
  • Transfer of existing knowledge and knowledge from future research projects from academia to social and professional bodies
  • Promotion of a safety culture in the society. 

The Cyprus Safety Platform during its life will serve as a "bridge" between industry, academic and research institutes and the state with the purpose of:

(a)          Providing a forum for the industry and society to reveal and discuss their safety problems and concerns. 

(b)          Creating a research agenda that focuses on the safety problems facing industry and society

(c)           Transferring knowledge and technology to society, industry and government, and

(d)          Assisting government bodies to take necessary measures to implement the findings and recommendations. 

Among the aims of the Cyprus Safety Platform will be to create the agenda for safety in Cyprus for the years to come.  For that reason 6 thematic groups – depicting the main problems currently – were initiated:

·         Fire Safety Engineering

·         H&S in the Construction Industry

·         H&S in the workplace

·         Noise Pollution

·         Critical Infrastructure Protection

·         Chemical and Environmental Risks

In addition to those 3 horizontal issues were defined:

·         Safety Culture

·         Risk Assessment

·         Safety Communication


The Cyprus Safety Platform aims to produce this policy document within a year and submit it to State and other organizations.

Another major aim of the Platform is to organize Workshops in order to bring together safety academics and practitioners as well as disseminate crucial knowledge to the public. The 1st One Day Workshop focused on Critical Infrastructure Protection.  The program of the Workshop:

Cyprus Safety Platform


Every day accidents and disasters occur on a small or large scale. These events may have short, medium and long-term impacts on individuals, groups, or the society as a whole. 

A common feature of these accidents and disasters is the lack of knowledge of the conditions that may initiate them and their potential impact on life safety, property and the environment.  This knowledge is essential in developing measures to minimize the probability of their initiation and also to mitigate their damages. 

For this reason we propose the creation of the Safety Platform to:

·         Promote research on safety

·         Initiate a two-way communication between social and professional bodies with academics to create a research agenda that responds to real problems

·         Transfer of existing knowledge and knowledge from future research projects from academia to social and professional bodies

·         Promote a safety culture in the society. 

The areas of interest of the Safety Platform are multidimensional as is the science of safety. It includes:

·         Safety and health of workers (physical and psychological),

·         Safety in the built environment during the design, construction and use phases,

·         Protection of the environment from chemical and other hazards

·         Proper use of safety technologies

·         Study of the socio-economic impact of accidents and disasters

Για ποιο λόγο δημιουργείται;

Καθημερινά συμβαίνουν ατυχήματα και καταστροφές μικρής ή μεγάλης κλίμακας. Τα γεγονότα αυτά μπορούν να έχουν βραχυπρόθεσμες, μεσοπρόθεσμες και μακροπρόθεσμες συνέπειες οι οποίες μπορεί να είναι ατομικές, συλλογικές ή και κοινωνικές 

Ένα κοινό χαρακτηριστικό αυτών των ατυχημάτων και καταστροφών είναι η έλλειψη γνώσης των συνθηκών που συμβάλουν στην έναρξη των και γνώσης των πιθανών επιπτώσεων στην ασφάλεια της ζωής, της περιουσίας και του περιβάλλοντος. Αυτή η γνώση είναι απαραίτητη για την ανάπτυξη μέτρων για την ελαχιστοποίηση της πιθανότητας έναρξης τους, αλλά και για τον περιορισμό των ζημιών τους.

Σκοπός δημιουργίας της Πλατφόρμας:

      Την προώθηση της έρευνας στον τομέα της ασφάλειας

      Την έναρξη μιας αμφίδρομης επικοινωνίας μεταξύ κοινωνικών και επαγγελματικών φορέων με τους ακαδημαϊκούς φορείς με σκοπό τη δημιουργία μιας ερευνητικής ατζέντας που θα ανταποκρίνεται στα υπαρκτά προβλήματα

      Την μεταφορά της υπάρχουσας γνώσης και της γνώσης από τα μελλοντικά ερευνητικά προγράμματα απο τα ακαδημαϊκά ιδρύματα προς τους κοινωνικούς και επαγγελματικούς φορείς

      Την προώθηση μιας κουλτούρας ασφάλειας στην κοινωνία.

Τομείς ενδιαφέροντος της Πλατφόρμας:

Οι τομείς ενδιαφέροντος της πλατφόρμας ασφάλειας είναι πολυδιάστατοι όπως είναι και η επιστήμη της ασφάλειας. Περιλαμβάνει τα ακόλουθα:

      Ασφάλεια και υγεία των εργαζομένων (φυσική και ψυχολογική),

      Ασφάλεια στο δομημένο περιβάλλον κατά τα στάδια σχεδιασμού, κατασκευής και χρήσης,

      Προστασία του περιβάλλοντος από χημικούς και άλλους κινδύνους

      Σωστή χρήση της τεχνολογίας στον τομέα της ασφάλειας,

      Μελέτη των κοινωνικο-οικονομικών επιπτώσεων των ατυχημάτων και των καταστροφών. 


Πρακτικά τι θα κάνει η Πλατφόρμα;

Η πλατφόρμα ασφάλειας κατά τη διάρκεια της ζωής της θα λειτουργήσει ως «γέφυρα επικοινωνίας» μεταξύ της βιομηχανίας, ακαδημαϊκών και ερευνητικών ιδρυμάτων και του κράτους με σκοπό την:

α)         την παροχή βήματος επικοινωνίας στην βιομηχανία και την κοινωνία για να συζητήσουν τα προβλήματα ασφαλείας και τις ανησυχίες τους,

β)         την δημιουργία ερευνητικής ατζέντας που θα εστιάζει στα προβλήματα ασφαλείας που αντιμετωπίζει η βιομηχανία και η κοινωνία

γ)         τη μεταφορά γνώσης και τεχνολογίας στην κοινωνία, τη βιομηχανία και την κυβέρνηση, και

δ)         την παροχή βοήθειας στους κρατικούς φορείς για να λάβουν τα αναγκαία μέτρα για την εφαρμογή των πορισμάτων και συστάσεων.

Η Πλατφόρμα Ασφάλειας αποτελεί πρωτοβουλία εκπροσώπων του επιχειρηματικού, επιστημονικού και επαγγελματικού κόσμου και εκπροσωπείται (με αλφαβητική σειρά) από τους:
